Big Tobacco Signs Self-Regulatory Code for Nicotine Pouches in Poland

Share:
BAT, Imperial Tobacco, Philip Morris, and Swedish Match establish voluntary safety and marketing standards.

Four of the world’s largest tobacco manufacturers have signed a voluntary market code to self-regulate the sale and marketing of tobacco-free nicotine pouches in Poland. This industry-led initiative, coordinated by the Employers of the Republic of Poland, establishes a standardized framework for consumer safety and marketing practices in a market that currently lacks official government regulation and excise taxation.

The agreement brings together British American Tobacco Trading Polska, Imperial Tobacco Polska, Philip Morris Polska Distribution, and Swedish Match. As smoke-free alternatives like nicotine pouches gain popularity across Europe and the US, Poland’s lack of legal guidelines prompted the industry to act.

The newly established code focuses heavily on youth prevention and product transparency. Key provisions of the self-regulatory framework include:

  • Adult-Only Marketing: Restricting all marketing and promotional communications strictly to adult consumers.
  • Nicotine Limits: Capping the recommended nicotine content at a maximum of 20 mg per pouch.
  • Clear Labeling: Mandatory health warnings on packaging, alongside detailed ingredient lists, nicotine content, pouch weight, and manufacturing dates.

Rafał Dutkiewicz, President of the Employers of the Republic of Poland, praised the coalition, stating it represents a unified industry vision on fundamental safety issues. While Poland’s Ministry of Finance previously discussed introducing an excise tax on these products, legislative efforts stalled, leaving the industry’s self-regulation as the primary standard for the Polish market.
