Poland’s Ministry of Finance is actively reviewing a potential excise tax increase on nicotine pouches to combat youth addiction. Finance Minister Andrzej Domański confirmed that his department is collaborating closely with the Ministry of Health to analyze the market, citing the dangerously high nicotine concentrations found in some pouches as a key concern.
Domański warned that while these products are often marketed under the guise of “innovation,” their appealing, colorful packaging primarily attracts young consumers, serving as a gateway to lifelong nicotine dependency.
While acknowledging that adult consumers have the right to use stimulants, the minister emphasized the government’s duty to protect minors. Rather than implementing outright bans, Poland plans to leverage targeted excise taxes as a responsible regulatory tool to curb youth accessibility.
