Ireland Passes Legislation to Ban Disposable Vapes and Restrict Flavors

New legislation bans single-use vapes, restricts flavors to tobacco only, and outlaws nicotine pouch sales to minors.
Ireland disposable vape ban, Oireachtas vape legislation

Disposable vapes will soon be removed from Irish retail shelves. The bill banning these single-use devices has successfully passed through both Houses of the Oireachtas and has been sent to the President to be signed into law.

To prevent immediate financial disruption for businesses, the law establishes a six-month lead-in period. This transition window allows retailers to clear their current stock before health enforcement officers begin active monitoring and penalizing non-compliance.

Junior Health Minister Jennifer Murnane O’Connor welcomed the legislative progress, noting that single-use vapes directly target young demographics. Newly appointed health enforcement officers will oversee the rollout of the ban once the grace period expires.

The ban is part of a broader government strategy to curb youth nicotine addiction. Beyond removing disposable devices, the law introduces major product restrictions:

  • Flavor Limits: All fruit and sweet flavors are banned, leaving tobacco as the only legal flavor option.
  • Age Gates for Pouches: The sale of nicotine pouches, such as snus, to anyone under 18 is prohibited.

Health Minister Jennifer Carroll MacNeill and Minister Murnane O’Connor stated that these measures aim to reduce the appeal, visibility, and availability of nicotine products to children, providing regulators with stronger powers to police the market.
