Morocco’s Administration of Customs and Indirect Taxes (ADII) has enacted higher retail prices for manufactured tobacco starting January 1, 2026. Approved by Minister of Economy and Finance Nadia Fettah, the decree increases the retail cost of standard and entry-level cigarette packs by 1 to 2 dirhams across the country.
Targeting Mass-Market Tobacco and Ending the 2022 Fiscal Cycle
The price adjustments focus primarily on high-volume consumer brands favored by low- and middle-income smokers, such as Marquise, Casa, Fortuna, Marvel, and Gauloises. The revision also extends price increases to cigars, cigarillos, and heated tobacco products while updating the registry of authorized manufactured tobacco.
This adjustment completes the gradual excise tax schedule introduced in the 2022 Finance Law to reform the internal consumption tax (TIC). Previously, tobacco manufacturers absorbed tax increases to defend market share, which created market anomalies where some imported premium cigarettes cost less than local budget alternatives. The new prices eliminate this gap while supporting national budget targets.
