The Maldives enforces a historic generational tobacco ban and total e-cigarette prohibition for international travelers.
Maldives generational smoking ban

The Maldives Ministry of Health has officially enforced a historic generational tobacco prohibition, marking a monumental shift in the island nation’s public health policy. Backed by President Dr. Mohamed Muizzu, this sweeping reform establishes the Maldives as the world’s first nation to successfully implement and sustain a lifetime tobacco ban for future generations, directly impacting millions of global travelers who visit the luxury destination each year.

Enacted through the Second Amendment to the Tobacco Control Act (Act No. 15/2010), the legislation aims to protect young people from the lifelong harms of nicotine addiction. By aligning with the World Health Organization Framework Convention on Tobacco Control (WHO FCTC), the Maldivian government seeks to cultivate a completely smoke-free environment across its world-famous resorts, beaches, and local islands.

Understanding the Generational Tobacco Ban

The core of the new legislation is a permanent, age-based restriction. Anyone born on or after January 1, 2007, is legally prohibited from purchasing, selling, or using any form of tobacco product within the borders of the Maldives. This law makes no distinction between local residents and international tourists; young travelers visiting the islands must comply fully with the new regulations.

To enforce this law, all retailers, resort staff, and merchants across the Maldives are legally required to demand official age verification before selling tobacco products. For tourists, this means presenting a passport or other government-issued identification. Retailers who fail to verify ages or are caught selling tobacco to individuals born after the cutoff date face severe penalties, including fines of up to $3,200 (50,000 Maldivian rufiyaa).

A Zero-Tolerance Policy on Vaping and E-Cigarettes

In addition to the generational tobacco ban, the Maldives has implemented a total, nationwide ban on electronic cigarettes and vaping devices. Unlike the tobacco ban, which is age-restricted, the vape ban applies to all individuals, regardless of their age or birth year.

The import, sale, distribution, possession, and use of vapes are entirely outlawed. Tourists attempting to bring e-cigarettes into the country will have their devices confiscated at customs. Anyone caught using or possessing a vape within the country faces an immediate fine of $320 (5,000 Maldivian rufiyaa). This zero-tolerance stance was accelerated by the rise of “Kpods” – vapes laced with the anesthetic drug etomidate – which triggered a severe public health crisis and prompted Prime Minister Lawrence Wong to classify vaping as a major drug issue.

Tightened Import Regulations for Adult Tourists

For international travelers who are of the legal age to use tobacco (born before January 1, 2007), the Maldives Customs Service has tightened the rules regarding personal imports. Under the latest customs guidelines, eligible adult tourists may only bring a limited quantity of tobacco products into the country duty-free.

The maximum allowable limits per adult traveler are:

  • Up to 200 cigarettes, OR
  • Up to 25 cigars, OR
  • Up to 250 grams of tobacco.

Any quantities exceeding these limits will be confiscated by Maldives Customs at Velana International Airport (VIA). Confiscated items will be held securely for a maximum of 30 days. Travelers can reclaim their excess tobacco products at the departure terminal when leaving the country. The Maldives Customs Service strongly advises all incoming passengers to review these limits prior to travel to ensure a seamless entry process.

The Maldives Succeeds Where Other Nations Stalled

The Maldives’ successful implementation of the generational tobacco ban places it at the forefront of global public health policy. Other nations have attempted similar legislative feats but faced political and economic roadblocks.

New Zealand passed a nearly identical law in 2022, which aimed to ban tobacco sales to anyone born after January 1, 2009. However, following a change in government, New Zealand rolled back the law in 2023 before it could take effect—a decision that drew widespread criticism from health advocates. Similarly, the British Parliament has debated a comparable bill to ban tobacco sales for those born after 2009, but has yet to successfully codify it into active law.

By successfully enforcing these laws, the Maldives is setting a new global standard. For travelers planning a getaway to this pristine tropical paradise, understanding and respecting these strict regulations is essential to ensuring a safe, legal, and uninterrupted vacation.
