The Lithuanian Parliament has approved amendments to its national tobacco control laws, requiring cigarette and e-cigarette packaging to feature direct contact information for free smoking cessation assistance. The measure, taking effect on May 1, 2027, aligns domestic policy with World Health Organization guidelines.
Deputy Health Minister Ignas Rubikas defended the initiative during parliamentary discussions:
“Residents should receive information about free services that will help them quit smoking and change their habits. This practice is recommended by the World Health Organization and has been introduced in many European countries. We hope that accessible information will encourage residents to use free services, contributing to a reduction in nicotine addiction and health harm caused by smoking.”
The requirement applies to traditional cigarettes, herbal smoking products, electronic cigarettes, refill containers, and novel tobacco devices. Manufacturers must display active quitline phone numbers, email addresses, or official support websites directly on product packaging.
Pre-Market Registration and Retail Obligations
The updated statute introduces a mandatory six-month waiting period for new products. Companies cannot sell tobacco products or e-cigarettes until their technical data has been published on the Department of Drug, Tobacco and Alcohol Control website for at least six months.
Retailers face expanded point-of-sale display requirements. Physical stores must post clear notices detailing the health hazards of tobacco, available cessation resources, and the prohibition of sales to individuals under 18. Legal entities violating these provisions face fines between €289 and €1,448.
