The Federal Statistical Office (Destatis) has confirmed a dramatic 8.3% decline in German cigarette sales for 2022, bringing the total volume down to 65.8 billion units. This sharp contraction—a drop of 6 billion cigarettes from the previous year—is a direct result of the new Tobacco Tax Modernization Act implemented on January 1, 2022.
The 2022 decline was significantly steeper than the drops recorded in 2021 (-2.8%) and 2020 (-1.1%). As premium cigarette prices rose by more than 5% due to tax hikes and inflation adjustments, many consumers pivoted to more affordable, lower-taxed alternatives.
| Tobacco Product | 2022 Sales Volume | Year-over-Year Change |
|---|---|---|
| Cigarettes | 65.8 billion units | -8.3% |
| Cigars & Cigarillos | 2.5 billion units | -8.9% |
| Fine-Cut Tobacco | 25,080 tons | +0.9% |
The 2022 legislation marked Germany’s first phased tobacco tax increase in seven years. The government has outlined a multi-year rollout schedule for various nicotine products:
- January 2022: Increased taxes on cigarettes, cigars, fine-cut, and pipe tobacco.
- January 2023: Introduction of new tax tariffs for water pipe tobacco and heated tobacco products.
- January 2024: Further tax adjustments for tobacco substitutes, including e-liquids.
The e-cigarette market is also facing strict new financial burdens. Starting July 1, 2022, Germany began taxing e-liquids at €0.16 per milliliter. The government taxed 226,018 liters in the second half of the year. The Ministry of Finance expects e-cigarettes to generate €1 billion in tax revenue by 2026, though the German Association of the Tobacco Industry and New Products (BVTE) has publicly dismissed this projection as unrealistic.
Despite the aggressive tax increases, overall federal tobacco tax revenue actually fell by 3.4% to €14.23 billion in 2022.
Long-term data highlights a massive shift in German smoking habits. Since 1991, cigarette volumes have more than halved from 146.5 billion units. However, consistent tax and price hikes over the decades mean the total sales value of those cigarettes has increased by 37.7%, reaching €21.9 billion in 2022.
