The Ministry of Health and the Fondation Cancer have released Luxembourg’s 2025 national smoking survey, revealing that nearly one in four youth aged 16 to 24 now use e-cigarettes. This data arrives alongside a newly strengthened legal framework, effective January 1, 2026, aimed at curbing youth nicotine addiction.
The survey highlights a rapid shift toward alternative nicotine products. Disposable e-cigarettes, or “puffs,” are highly popular, used by 70% of vapers aged 25 to 34. Additionally, nicotine pouches have surged in popularity, used by 15% of young adults compared to only 3% of the overall population.
Most users begin consuming nicotine before age 18. While older generations cited “coolness” for starting, 39% of today’s youth point to stress as their primary motivator.
To combat this trend, Luxembourg implemented strict new laws on January 1, 2026. The regulations include:
- A strict nicotine cap of 0.048 mg per unit for nicotine pouches.
- A ban on consumption in youth-centric areas, including schools and playgrounds.
- A ban on stimulating additives such as caffeine, taurine, and CBD.
- Mandatory identity checks to strictly enforce the ban on sales to minors.
