The outgoing Dutch government has announced plans to implement steep fines for the illegal sale of vapes and cigarettes starting July 1, 2026. This legislative push, announced by caretaker health minister Judith Tielen, aims to curb widespread under-the-counter and online sales to minors amid rising youth health crises.
Despite a ban on flavored vapes since early 2024 and an age limit of 18, youth access remains a major issue through night shops, small supermarkets, and online channels. “Selling illegal vapes will cost you dearly, even for a first offence,” Tielen warned.
The crackdown follows a record seizure by the NVWA and customs officials of 80,000 illegal, Chinese-made flavored vapes near Schiphol airport. Meanwhile, Dutch medical professionals continue to warn of severe health risks, including COPD and collapsed lungs, following reports that at least five local youths nearly died from vaping.
