The Polish Sejm Health Committee has officially approved a government draft bill to ban the sale of flavored heated tobacco products. Passed on February 19, this legislative milestone aligns Poland with broader European Union regulations following an unprecedented surge in the consumption of alternative tobacco products across the bloc.

The bill passed the committee review with 17 votes in favor, two against, and two abstentions. It advanced to a full parliamentary session without any amendments, signaling strong political momentum for the health ministry’s proposal.

A crucial element of the legislation is the nine-month transition period. Deputy Health Minister Wojciech Konieczny explained that this timeline is legally necessary because the Bureau for Chemical Substances requires up to six months to evaluate and issue opinions on newly registered, non-flavored tobacco alternatives.

The regulatory crackdown is driven by explosive market data. According to European Commission figures, sales of heated tobacco products in the EU skyrocketed by 2,009%, capturing a 3.33% share of the total tobacco market. Under EU rules, this growth constitutes a “significant change in circumstances,” legally triggering the removal of flavor exemptions for heated tobacco.
