Spain vape ban, disposable e-cigarettes Spain

Spain’s Secretary of State for Health, Javier Padilla, has announced an upcoming nationwide ban on disposable e-cigarettes and vape flavorings. Driven by growing environmental concerns and the rising rate of youth nicotine addiction, the Ministry of Health expects to release the draft modification to Royal Decree 579/2017 within weeks.

Speaking at a recent forum in Madrid alongside Health Minister Mónica García, Padilla emphasized that disposable vapes serve as a direct gateway for young people into the habit of smoking. Beyond the immediate health risks, the government highlighted the severe, unsustainable environmental footprint created by single-use electronic devices.

The regulatory changes will strictly target the manufacturing, presentation, and marketing of tobacco and related products. Key measures in the upcoming draft include:

  • A complete prohibition on the sale of single-use electronic cigarettes.
  • The banning of all artificial aromatizers and flavorings in vaping products.
  • The introduction of generic, plain packaging for traditional cigarette boxes.

This crackdown on vaping is a central pillar of Spain’s Comprehensive Plan for the Prevention and Control of Smoking. Padilla noted that the plan has already achieved strong consensus among the autonomous communities within the National Health System’s Interterritorial Council.

The vaping restrictions align with a broader, multi-faceted public health transformation in Spain. Padilla outlined ongoing national efforts, including the recently approved public health surveillance network and the imminent creation of a State Public Health Agency. He highlighted that previous legislative modifications targeting tobacco and health have successfully reduced annual smoking-related deaths by 1,077.

Looking ahead, the Ministry of Health is preparing further legislative action. Padilla confirmed that during the first quarter of 2025, the government plans to reform Law 28/2005. This subsequent legislation will focus heavily on expanding designated smoke-free spaces across the country, further tightening Spain’s tobacco control framework.
