Budget officials stated that raising tobacco taxes is essential to consolidate the federal budget. Under the approved plan, cigarette prices will rise in phases, with the average price of a 20-cigarette pack projected to reach €8.80 in 2027 and up to €11.40 by 2030.

Vaping products are also targeted under the new fiscal path. E-liquids will be taxed at €0.33 per milliliter in 2027, increasing to €0.36 per milliliter by 2030. Heated tobacco sticks and roll-your-own tobacco will see proportional tax increases.

The tax hikes come amid rising illicit trade. German authorities recently dismantled a counterfeit cigarette network, seizing 19 million cigarettes across warehouses in Ahlen and Rüsselsheim. The network had already distributed 80 million illegal cigarettes. With average pack prices in neighboring Poland remaining around €4.80, experts warn the tax gap may drive more consumers to the black market.
