The Dutch government’s ban on flavored electronic cigarettes has triggered a massive wave of panic buying across the Netherlands. Emil ‚t Hart, chairman of the Esigbond trade association, reported that specialty stores rapidly sold out of popular flavors like peach, mango, and mint ahead of the January 1 restriction.
The flavor ban aims to protect the „smoke-free generation“ and deter youth initiation, as data from GGD, CBS, and RIVM revealed a tenfold increase in young vapers between 2020 and 2022. Under the new regulations, only tobacco-flavored and completely flavorless e-cigarettes are permitted on retail shelves.
However, industry advocates argue the measure will backfire. „The youth say they are not worried; they often buy disposable vapes online from China,“ ‚t Hart noted. Meanwhile, adult vapers who originally used flavored e-cigarettes to quit smoking are reportedly purchasing supplies from neighboring Germany and Belgium, or ordering from French and Spanish online retailers.
Esigbond warns that the ban will ultimately push the market underground into „criminal circles“ where age limits are ignored. There are also mounting fears that desperate consumers will attempt to mix their own flavor fluids at home, posing severe chemical safety risks. The trade association, which has launched a lawsuit against the Dutch State, maintains that strict age-verification at legal retail points remains a far safer solution than a total ban.
