Spanish Prime Minister Pedro Sánchez has called a snap general election for November 29, triggering the early dissolution of Parliament. This decision abruptly halts pending public health reforms, leaving the Health Ministry’s plan to ban smoking and vaping on bar and restaurant terraces in legislative limbo.
Hospitality Sector and Outdoor Smoking Restrictions on Hold
The draft legislation intended to extend smoke-free zones well beyond enclosed indoor spaces. Under the proposal, smoking and vaping would have been banned on outdoor hospitality terraces and at public transport shelters.
For Spain’s hospitality sector, where outdoor dining represents a core part of daily business and social culture, the terrace restrictions marked a substantial operational change. Both business owners and patrons faced strict new boundaries regarding outdoor smoking permissions.
Regulations on Vapes and Nicotine Pouches Delayed
The stalled bill also targeted newer nicotine products. Under the draft rules, electronic cigarettes and nicotine pouches would have faced the same strict marketing and usage restrictions as traditional combustible tobacco.
With Parliament now dissolved, the current legislative cycle has ended. Any future regulations on outdoor smoking, vaping, or alternative nicotine products will depend on whether the incoming government chooses to revive the public health agenda after the November 29 election.
