The Ukrainian government has officially delayed the mandatory launch of its electronic excise stamp system by ten months. Enacted through Cabinet of Ministers Resolutions No. 1756 and No. 1752, the digital tracking framework for alcohol, tobacco products, and liquids used in electronic cigarettes will now take effect on November 1, 2026, instead of January 1, 2026.
This adjustment aligns regulatory decrees with Law No. 4698-IX, which was published on December 25, 2025. According to the Ministry of Finance, the extension aims to prepare market operators, align administrative acts, and minimize operational risks for legal businesses and consumers.
Updated Deadlines for Manufacturers and Importers
The updated decrees modify the rollout schedule across several operational areas:
- Software Testing Period: Public and private sector testing of the e-Excise software platform has been extended through October 11, 2026.
- Paper Stamp Usage: From January 1, 2026, until the updated launch date, economic operators can continue to order and apply conventional paper excise stamps, preventing supply chain standstills.
- Stamp Return Cutoff: The final deadline for returning unused paper stamps to the state seller has been extended to May 1, 2027.
Expanded Technical Standards for Graphic Codes
Resolution No. 1756 also introduces practical technical adjustments for product labeling. Manufacturers applying digital DataMatrix codes to packaging may now meet Grade B print quality under the ISO/IEC 29158 standard. Previously, printers were limited strictly to Grade 2 under ISO/IEC 15415. This adjustment expands the range of industrial equipment and surfaces that can legally print the required tracking markers.
The revised timeline also updates several existing regulatory acts, including Resolution No. 1137 on excise tax calculation rules, Resolution No. 823 on State Tax Service authority, and Resolution No. 890 governing product labeling methods. State agencies and trade groups will use the remaining months of 2026 to ensure full infrastructure readiness before mandatory digital tracking begins.
