The Estonian Chamber of Commerce and Industry and the Tax and Customs Board have issued a stark warning to the government: a thriving black market now controls over 50% of the country’s vape sector. This illicit trade is crippling legitimate businesses and flooding the market with banned flavored products that are easily accessible to minors.
Estonia officially banned the sale of flavored electronic cigarettes in 2022. However, enforcement has struggled to keep pace with illicit supply chains. Mait Palts, Director General of the Chamber of Commerce, emphasized that this is a broad societal issue requiring joint action from the state, businesses, and public organizations.
“Legal trade protects not only honest business but also minors, who in the current situation gain access to prohibited illegal products whose composition and origin cannot be controlled,” Palts stated, warning that youth engaging with the black market may become susceptible to other illegal behaviors.
The impact on minors is particularly alarming. A study by the Institute for Health Development highlighted the severe penetration of illegal vapes among Estonian youth:
- High Trial Rates: One in two students aged 15–16 has tried electronic cigarettes.
- Early Initiation: 70% of student vapers started between the ages of 12 and 14.
- Daily Habit: One in four students vapes almost daily.
- Flavor Preference: 68% of young consumers admit to using products with prohibited flavors.
Environmental data corroborates the scale of the smuggling. Waste analysis by Nicorex Baltic OÜ found that 52% of discarded disposable vapes failed to meet local requirements. Furthermore, an August 2023 Environment Agency report estimated that 80% of discarded vapes found were undeclared in Estonia.
To clarify market rules and help consumers identify safe products, the Tax and Customs Board reiterated the strict regulations governing legal vapes in the country.
| Feature | Estonian Legal Requirement |
|---|---|
| Permitted Flavors | Tobacco and Menthol only |
| Nicotine Limit | Maximum 20 mg/ml |
| E-liquid Capacity | Maximum 2 ml |
| Authentication | Must bear an official Estonian excise stamp on the packaging |
Raigo Uukkivi, Director General of the Tax and Customs Board, stressed that while their primary role is tax collection and ensuring fair competition, combating this issue requires broader public condemnation of the black market.
Authorities are now calling on the government and the Riigikogu (Parliament) to take decisive, collaborative steps to dismantle the illicit supply chains, protect the economic environment, and keep unregulated vapes out of the hands of children.
