The French government has announced a comprehensive ban on smoking across most outdoor public spaces frequented by children, set to take effect on July 1, 2025. This decisive public health initiative, spearheaded by the French health ministries, aims to prioritize young people’s “right to breathe fresh air” over the individual freedom to smoke in public.

Under the new ministerial decree, smoking will be strictly outlawed in several everyday outdoor environments, including:

  • Public parks, gardens, and sports grounds.
  • Beaches and lakesides during the bathing season.
  • Public transport waiting areas, such as bus stops and train platforms.
  • Uncovered areas of libraries and sports facilities.
  • A minimum 10-meter perimeter surrounding schools, nurseries, and youth training centers.

While café terraces remain excluded from this specific ban, flouting the new restrictions in designated smoke-free zones will carry a fine of up to €135. Officials hope that public self-regulation will play a major role in compliance alongside active law enforcement.

The policy represents a major milestone in France’s National Anti-Tobacco Program (2023–2027), which envisions a “tobacco-free generation” by 2032. Currently, approximately 23% of French citizens smoke daily—a notable decline from previous decades, underscored by an 11.5% drop in tobacco sales in 2024. Beyond health benefits, the ban aims to curb severe environmental pollution, as municipal services struggle to manage the 20,000 to 25,000 tonnes of cigarette butts discarded annually on French streets.

The crackdown also extends to electronic cigarettes. Following France’s February 2025 ban on single-use vapes, health authorities intend to collaborate with the scientific community to establish strict limits on nicotine content. Additionally, they plan to tighten regulations on youth-appealing vape flavors, such as candy and sweets, to prevent early-onset nicotine addiction.
