On May 15, 2025, Monaco’s National Council voted unanimously to approve Bill 1104, amending the country’s 2008 tobacco control framework. The updated law bans single-use disposable vapes, raises the legal purchase age for all tobacco and nicotine products from 16 to 18, and expands smoke-free zones throughout the Principality.
The total prohibition of single-use electronic cigarettes, known locally as “puffs,” targets both youth addiction and plastic and lithium-battery waste. Recent health data presented to the assembly revealed that 18% of Monegasque youths aged 13 to 16, and 63% of 16-year-olds, have used disposable vapes.
Christophe Robino, Government Councillor and Minister of Social Affairs and Health, outlined the purpose of the reform:
“This is not just about tobacco. It’s about protecting young people, reducing passive exposure, and preserving the environment – all essential to Monaco’s long-term wellbeing.”
Rapporteur Roland Mouflard stated during the legislative session that 90% of smokers begin before age 20, emphasizing that all forms of nicotine carry risks. The new framework modernizes the law to bring modern e-cigarettes, oral nicotine, and alternative delivery systems under formal regulatory oversight.

Under the new measures, smoking and vaping are barred from beaches, public swimming pools, children’s playgrounds, public transport, and private vehicles carrying minors. The government confirmed that these restrictions will take effect immediately following official publication and the issuance of executive decrees.
