Spanish Health Minister Mónica García has launched a comprehensive public health crusade to eradicate smoking and vaping in public spaces. Driven by a preventative approach to addiction, the immediate rollout includes a strict ban on flavored tobacco products and e-liquids, fundamentally shifting how the country regulates alternative nicotine devices.
Under the new framework, the liquid used in vaporizers will be subjected to the same stringent regulations as conventional tobacco. The Ministry of Health confirmed that selling flavored e-cigarettes is now prohibited. Furthermore, all vaping products must soon display explicit labels warning that they are harmful to health.
Consumers and retailers have a brief grace period to adjust, as the decree will officially enter into force three months after its publication.
The crackdown extends well beyond product regulations to target public consumption. Authorities are actively advancing plans to prohibit both smoking and vaping in outdoor communal areas. The proposed restrictions will cover bar terraces, public parks, beaches, and school zones.
Local governments are already aligning with this national push. The regional government of Catalonia actively supports the measure, and Barcelona’s city council has already designated its city beaches as completely smoke-free zones.
Enforcing these new rules may face cultural resistance. According to the latest World Health Organization (WHO) report, approximately 26% of the adult Spanish population smokes daily, surpassing the global average of 22.3%.
However, Spain has a history of pioneering strict tobacco legislation; in 2011, it became the first country to ban indoor smoking in cafes and bars.
