Spain smoke-free zones, EU vaping ban

Spanish anti-tobacco organizations are pressuring the Ministry of Health to immediately expand smoke-free environments across the country. This urgent push comes in the wake of new European Union recommendations aimed at banning tobacco and vaping products in outdoor public spaces and protecting minors from secondhand exposure.

Noa Rey, secretary of the National Committee for the Prevention of Smoking (CNPT), praised the EU health ministers’ resolution as a logical step to protect the non-smoking majority. She emphasized that expanding these zones is crucial to “denormalizing” tobacco use for younger generations.

The recent EU Council recommendation updates a 2009 guideline, advising member states to classify open spaces like playgrounds, hospitality terraces, bus shelters, beaches, and pools as smoke-free. Crucially, the directive extends these rules to emerging tobacco products and e-cigarettes.

While Spain’s current preliminary anti-smoking plan does not explicitly mention private vehicles, advocates argue regulating them is both feasible and necessary. The EU has formally invited member states to explore banning smoking in cars when minors or vulnerable individuals are present.

Anti-tobacco representatives strongly support including e-cigarettes in the upcoming bans. They argue the tobacco industry uses these new devices specifically to capture underage users, noting that preventing nicotine contact before age 18 drastically reduces the likelihood of a person becoming a daily smoker.

The Ministry of Health is currently drafting reforms to the national anti-tobacco law, which will eventually require parliamentary approval. Platforms like Nofumadores.org are urging Health Minister Mónica García to be ambitious, hoping the EU’s stance will foster bipartisan consensus in Spain.

Florentino Pérez Raya, president of the General Council of Nursing, reinforced the call for a vehicle ban. He highlighted that smoke concentration in enclosed cars severely harms children’s developing lungs, warning that carcinogenic particles linger on upholstery long after a cigarette or vape is extinguished.
