The six-month grace period permitting Italian vape shops to sell off unstamped e-liquids and concentrated aromas has ended. Effective November 1, every liquid product leaving authorized electronic cigarette shops must display the official state fiscal stamp.
This mandate also applies to e-commerce websites operating tax warehouses. Under companion legislation, these online platforms will face an additional restriction on January 1, 2025, when the online sale of nicotine-containing products becomes entirely illegal.
Key Compliance Deadlines for Retailers
Regulators have established distinct timelines for different retail categories:
- November 1, 2024: All liquid vaping products sold in authorized specialty shops must feature the fiscal tax stamp.
- April 30, 2025: Final deadline for unauthorized general stores to clear inventory, provided they hold certified proof of purchase dated before April 30, 2024.
- December 31, 2025: Deadline to sell stamped aromas that do not yet comply with updated safety labeling and poison center hotline requirements.
Authorities have outlined strict legal consequences for non-compliance. Merchants who continue selling unstamped liquids face immediate license suspension, permanent business revocation, and criminal charges for contraband smuggling.
