Luxembourg’s Ministry of Finance will increase excise taxes on tobacco products starting January 1, 2026, projecting an extra €35 million in state revenue. The proposal follows a steep rise in sales throughout 2025, driven by tobacco prices that remain well below those of neighboring countries.
Higher Retail Prices for Cigarettes and Rolling Tobacco
According to a draft Grand-Ducal regulation submitted to the Chamber of Commerce, the tax adjustment will directly impact retail shelf prices on January 1, 2026.

With this measure, annual state income from tobacco duties will rise from a projected baseline of €1.491 billion to €1.526 billion in 2026, representing a 2.8% fiscal gain.
Surging Tobacco Demand Defies Price Elasticity
The 2026 tax hike follows a 5.5% tax increase implemented on January 1, 2025. Despite higher costs, demand did not decline due to the inelastic nature of tobacco and strong cross-border purchasing.
Data from the Customs and Excise Administration revealed that cigarette sales jumped 26.4% compared to 2024, reaching €684 million by September 30, 2025. Revenue from smoking tobacco rose 20.9% to €386 million, pushing total tobacco tax yields past €1 billion in 2025.
EU Harmonization Discussions Threaten Revenue Model
During parliamentary committee discussions, customs officials addressed ongoing European Union talks regarding tax harmonization. Customs representative Alain Bellot confirmed that Luxembourg would face the largest adjustment under proposed EU rules.
If EU-wide minimum tax rates pass, Luxembourg would have to raise a standard pack of cigarettes to €8.30 – an increase of €3.20 or 33%. While customs officials noted the directive is still in discussion, aligning prices with neighboring countries would eliminate the retail price gap and reduce Luxembourg’s tobacco tax receipts.
