The Slovenian National Assembly has passed an amendment to the country’s tobacco control law, banning all vaping flavors except tobacco. The regulations apply to both nicotine-containing and nicotine-free products, as well as heated tobacco products.
Amendment Details and Implementation Timeline
The legislation, passed on March 28, 2024, initially considered allowing menthol flavors. However, lawmakers amended the bill to restrict legal e-liquids strictly to tobacco flavor. The law takes effect 15 days after its publication in the Official Gazette, followed by a 12-month transition period for retailers to clear stock.
Slovenia’s adult vaping prevalence stands at 1.48%, representing roughly 26,200 vapers, according to the Global State of Tobacco Harm Reduction report. In contrast, over 400,000 Slovenians smoke combustible cigarettes, accounting for 22.7% of the adult population. The country also levies an e-liquid tax of €0.18 per milliliter.
Slovenia Joins Growing List of European Flavor Bans
With this vote, Slovenia joins a growing list of European nations restricting e-cigarette flavors. No European country has passed an outright ban on all vaping products, but flavor restrictions are increasingly common.
