Russian authorities enacted new retail restrictions on September 1, 2026, banning the sale of nicotine-containing products at public transport stops. The amendment to Article 19 of Federal Law No. 15-FZ aims to reduce public access to smoking products and protect citizen health.
The prohibition applies to all public transport stops across urban and suburban networks. Convenience stores and specialized retail chains must remove cigarettes, e-cigarettes, and components from these locations. The only legal exemption applies to remote areas where a transit pavilion serves as the community’s sole commercial shop.
Violations incur administrative penalties under Part 1, Article 14.53 of the Russian Code of Administrative Offences:
- Legal Entities (Companies): Fines from 90,000 to 120,000 rubles.
- Company Officials: Fines up to 45,000 rubles.
- Individual Citizens: Fines from 2,000 to 3,000 rubles.
Market regulators advise retailers to audit their store locations immediately to adjust product stock and avoid administrative penalties.
