HMRC enforces a £2.20 per 10ml vape duty and mandatory packaging stamps across the UK supply chain starting October 1, 2026.
Vaping Products Duty UK, vaping duty stamps scheme

HM Revenue and Customs has issued a final reminder to businesses across the vaping supply chain ahead of the Vaping Products Duty and the Vaping Duty Stamps Scheme taking effect on October 1, 2026. The measure introduces a £2.20 excise duty per 10ml on all vaping liquids alongside parallel increases in tobacco duty, supporting government initiatives to reduce youth vaping and generate public revenue.

The regime integrates vaping products into the existing excise framework governed by the Customs and Excise Management Act 1979 (CEMA). Failure to comply with registration, tracking, and tax collection protocols will expose businesses to operational delays, civil penalties, or criminal prosecution.

Excise Rate and Scope of the Vaping Products Duty

The £2.20 per 10ml excise duty applies universally to all vaping liquids produced in or imported into the United Kingdom. Nicotine-free formulations (shortfills and 0mg e-liquids) are taxed at the exact same rate as nicotinated liquids. Treasury analysis projects that the duty will raise more than £550 million annually by the 2030–31 fiscal year.

The tax is triggered at the official “duty point”—the moment products are released for consumption onto the UK market. Importers must pay the duty immediately upon goods arriving in the UK, unless those items enter an approved customs warehouse under a duty-suspension arrangement where payments are deferred until dispatch.

Obligations for Manufacturers, Importers, and Warehousekeepers

Entities that produce vaping liquids, act as UK representatives for foreign manufacturers, or operate duty-suspended storage facilities must secure formal authorization from HMRC before October 1, 2026.

Rachel Nixon, HMRC’s Director of Indirect Tax, stated:

“With one month to go until Vaping Products Duty comes into force, manufacturers, importers and warehousekeepers should have applied to HMRC for approval and be preparing to pay any of the new excise duty due, to comply with the new requirements from 1 October 2026. Businesses that do not have approval by that date cannot produce vaping products in the UK and may be unable to trade. They could also face operational delays and may be subject to civil or criminal sanctions.”

Businesses liable for the tax must review official guidance on how to pay Vaping Products Duty to ensure accounting systems align with HMRC reporting windows.

The Duty Stamp Rollout and Transition Timeline

To verify tax compliance and assist law enforcement in detecting counterfeit or smuggled products, duty-paid items entering the UK retail market must display an official duty stamp on their packaging. HMRC has established distinct phases for physical and digital duty stamps.

Rules for Wholesalers, Retailers, and Stock Clearance

Retailers and wholesalers that only buy and distribute duty-paid stock are not required to register for HMRC approvals. However, they are legally responsible for auditing their inventory during the transitional phases.

From October 1, 2026, to March 31, 2027, retailers may legally sell existing, unstamped stock held prior to the start date. Any inventory manufactured or imported on or after October 1, 2026, must display a duty stamp immediately. From April 1, 2027, possessing, displaying, or selling unstamped vaping liquids becomes an offense subject to stock seizure and financial penalties. Businesses can consult the published guidelines on handling wholesale or retail vaping products in the UK and access HMRC communications resources to train staff.

Personal Allowances for International Travellers

New restrictions for individuals bringing vaping products into the country for personal use take effect on October 1, 2026. Travellers exceeding duty-free allowances must declare their items and pay the applicable tax upon arrival.

Because regulatory frameworks differ between jurisdictions, HMRC will enforce separate declarations for passengers arriving in Great Britain and those arriving in Northern Ireland. Updated passenger guidelines will go live directly on GOV.UK on October 1.
