EU Vape Restrictions Will Cost Lives, Warns Addiction Specialist Dr. Garret McGovern

An addiction specialist warns that restrictive EU tobacco laws ignore clinical evidence and harm reduction.

Dublin-based addiction specialist Dr. Garret McGovern has warned that the European Union’s pending tobacco legislation review risks driving up smoking rates if it prioritizes restrictions over harm reduction. As health ministers negotiate the Tobacco Products Directive (TPD3) under the Irish EU Council presidency, Dr. McGovern argues that demonizing non-combustible alternatives directly undermines public health.

The debate comes at a critical time for EU health policy, with member states divided on how to regulate safer nicotine alternatives like vapes, heated tobacco, and nicotine pouches.

The Clinical Reality of Switching to Vaping

Clinical data shows that 62% of people living with former smokers report less second-hand exposure after the switch to reduced-risk products. Dr. McGovern notes this is expected, as e-cigarette vapor lacks the toxic chemicals found in combustible smoke. There is no clinical evidence showing harm from second-hand vapor, which also lacks the unpleasant odor of tobacco smoke.

Beyond the physical health benefits, families experience less anxiety over premature death and the financial instability caused by losing a household breadwinner. Dr. McGovern notes that younger households (ages 18 to 34) feel these benefits most directly, as they worry less about their loved ones succumbing to smoking-related illnesses.

The Gap Between Public Perception and Lived Experience

While clinical patients find success switching to vapes, public perception remains skewed. Dr. McGovern points to a gap between lived experience and public messaging, blaming media outlets, academic bodies, and tobacco control organizations for spreading misinformation. This doubt deters smokers who want to quit from trying safer alternatives.

“Smoking is a devastating dependence and the burden of disease is from combustible tobacco,” McGovern states. While non-combustible products like vapes, heated tobacco, and nicotine pouches carry minor risks, toxicological studies show these risks are minor compared to smoking. He argues the World Health Organization (WHO) is wrong to demonize these alternatives.

Sweden as a Blueprint and the Threat of TPD3

Sweden serves as Europe’s primary harm reduction success story, yet the wider EU medical community has been slow to adopt its methods. Under the Irish EU Council presidency, Ireland is pushing for a highly restrictive stance on novel nicotine products. Dr. McGovern warns that if the upcoming TPD3 takes a restriction-heavy path, the consequences will be direct: more smokers, fewer quitters, and more preventable deaths.

To prevent this, Dr. McGovern urges regulators to recognize the harm reduction benefits of non-combustible products. He advises making these alternatives attractive and easily accessible to adult smokers while implementing targeted measures to discourage youth uptake. Keeping these items regulated as consumer products, rather than medical ones, ensures they remain accessible to smokers trying to quit.
