Subject to the Law on Tobacco Products and Electronic Cigarettes. Flavours in e-cigarettes are strictly confined to menthol and tobacco. Enforces plain packaging and POS bans for cigarettes and e-cigarettes.
Tobacco Act (549/2016). Enforces a strict ban on all characteristic flavours in both nicotine and non-nicotine e-liquids. Public beaches are smoke-free May–September. Nicotine pouches shifted to Tobacco and Chemicals Act in 2023.
Act on Nicotine Products and E-cigarettes (2022 amendment covers pouches). Flavours are currently permitted, and plain packaging is not mandatory (must not appeal to youth). POS display ban enforced.
Tobacco Control Act. Traditional Snus is legal (plain packaging mandatory). Tobacco-free nicotine pouches are banned from sale (white snus with trace tobacco permitted). Expected TPD entry in 2025 introduces nicotine vape registration.
